Coloradans have rejected one proposal after another to develop gambling since they approved casinos for three depressed mountain towns in a moment of weakness 13 years ago. The latest failed scheme to bring casinos to the Front Range was routed by voters only two months ago.
But now that another big-bucks outfit - an investment company named Council Tree Communications - is wrapping its casino pitch in the appealing apparel of Indian economic development, Coloradans allegedly don't mind.
