At least six south suburbs with qualifying household incomes did not join the Country Clubs Hills casino coalition because they were not asked or because they felt obliged to stand by a once-competing proposal in Calumet City.

Some are upset about the snub. At least one mayor feels he had no other legal choice.

Village locked out despite joining coalition - 2004-01-24
South Chicago Heights offers possibly the most peculiar case of the eligible communities who were not listed in the Country Club Hills casino revenue-sharing pact.

Village President Dave Owen said his board passed a resolution months ago supporting the proposed Country Club Hills casino and agreeing to share in its gaming profits.

But when Country Club Hills Mayor Dwight Welch and a few dozen local leaders announced plans for the 250-acre casino complex on Jan. 16, South Chicago Heights was not among the 18 communities on the list of beneficiaries.
