In the last 15 years or so, casinos have increasingly
been seen as a solution to state budget problems,
and as a cure for economically depressed cities and counties.
The great casino rush began on the heels of the recession of the early 90s. Iowa, Illinois, Indiana, Louisiana, South Dakota, Colorado, Mississippi and Missouri all adopted some form of casino gambling.
Since that initial burst, Michigan also has opened three casinos in Detroit. The recession in the early years of this century — and the havoc it caused for state budgets — has led to a slew of new casino proposals.
