Tracks Push For Casino Gambling - 2004-01-03
Assuming that legislators are willing to let the voters of the commonwealth decide the issue, the Kentucky horse racing industry is planning a constitutional amendment for the 2004 General Assembly to consider that would allow casino gambling at racetracks.
Racetrack owners, horsemen and breeders say allowing such gambling could generate more than $500 million a year in taxes for state and local governments beginning in mid-2005, in time for the second half of the upcoming budget cycle.
If the proposal passes -- it would need a "super-majority," 60 percent of the votes -- in each chamber, the amendment could go on the ballot in November.
