Foster won't sign agreement for DeSoto Parish Indian casino - 2004-01-06
Gov. Mike Foster will leave office without permitting the Jena Choctaw band of Indians to open a casino in Logansport.

In his last days in office, Foster and his lawyers have been intensively negotiating with the Jena Choctaws to work out a deal. The proposal has ignited controversy because it involved a novel move to casino-friendly territory by the tribe, far from its ancestral homeland.

The governor and others feared that an Indian casino, which is not required to pay taxes, would have hurt gambling in the Shreveport-Bossier City area, depriving the state of millions in tax revenue.

Withheld casino report riles officials - 2004-01-06
Several Dane County and Madison officials are upsest because they weren't given a report written last year on the pros and cons of developing the DeJope Bingo Hall into a casino.

The County Board and City Council members say they should have been able to look over the report before they voted in late November to put a casino referendum on the ballot and to approve a contract spelling out payments to be made by the Ho-Chunk Nation.

Topf Wells, chief of staff to County Executive Kathleen Falk, said the 33-page report didn't provide useful information, so it wasn't made public.
