Casino Layoffs Blamed On Border Tie-Ups - 2004-01-07
Casino Windsor has let go of 100 employees amid a declining customer base and plunging revenues.

In the past two years, gross revenues dropped by approximately $85 million and daily attendance has declined 50 per cent.

Workers who lost their jobs include those in food and beverage, culinary, slot technicians, casino finance and engineering. "This is a very difficult situation that we've been looking at for some time, but I can tell you there is never a good time to lay someone off," Keith Andrews, vice-president of corporate affairs, said Monday.

Governor dodges decision on casino - 2004-01-07
In a closely observed decision with significant economic implications for North Louisiana, Gov. Mike Foster said Tuesday he will leave office without
permitting the Jena Choctaw band of Indians to open a casino in Logansport.

In his final days in office, Foster and his lawyers have been intensively negotiating with the Jena Choctaws to work out an agreement. The proposal under discussion has ignited controversy because it involved a novel move to casino-friendly territory by the tribe, far from its ancestral homeland.

In addition, the governor and others feared that an Indian casino, which is not required to pay taxes, would have hurt gambling in the Shreveport-Bossier City area, depriving the state of millions in tax revenue.
