Of all the sneaky moves Don King has made in his 30 years as a boxing promoter, perhaps none rivals his scheme to sign casino partnerships for big fights here - without having a casino license.
King last held a casino service-industry license in 1994, but in the last five years has managed to promote four world-championship fight cards here with Bally's Atlantic City and Caesars Atlantic City.
He has done it through a pattern of reapplying for a license - a procedure that lets him resume business with casinos - and then withdrawing his application when the Division of Gaming Enforcement, or DGE, intensifies its background check.
