For years, RiverStone Group of Moline has wanted to develop a sand-and-gravel pit on 77 acres close to Big Island. For years, residents -- with the help of a coalition of local, state and federal lawmakers and agencies -- have blocked the move.

It may not stay that way for long.

RiverStone has dangled a large carrot before Rock Island -- an opportunity for expansion of Jumer's Casino Rock Island in exchange for the pit operation.
