Illinois Gaming Board Chooses Three Finalists For Casino License - 2004-02-20 The Illinois Gaming Board narrowed the list of bidders to purchase the state's 10th casino license to three. The board unanimously chose Harrah's Entertainment Inc., Isle of Capri Casinos Inc. and Midwest Gaming and Entertainment LLC from a list of seven companies that bid for the license now owned by the bankrupt Emerald Casino Inc., which had planned to locate in the Chicago suburb of Rosemont until state regulators blocked its construction.
