Tribes, Governor Move Ahead On Casino Deal - 2004-02-05
Negotiators for Gov. Arnold Schwarzenegger and eight Indian tribes have moved forward quickly on a long-term agreement that would expand casino gambling operations while dramatically increasing payments to the state, sources said Tuesday.

The sources said a deal could be reached as early as April or May that would secure $500 million from the tribes for next year's deficit-ridden budget and 15 percent of gaming revenues annually for future budgets.

Called tribal banishment, it once meant sending the offending party or criminal into the wilderness, left to fend for him or herself.

Today, banishment involves being tossed off the reservation temporarily, relinquishing tribal rights and losing casino profits. The length of the banishment depends on the severity of the crime.
